이 연구는 카터와 박정희·김일성 3자의 관계를 중심으로 자료에 기반해 규명하는 시도이다. 남북한과 미국의 관계는 한국현대정치외교사를 이해하는데 매우 중요한 과제임에도 불구하고 하나의 모노그래프로 연구된 것이 없다고 할 수 있다. 이러한 연구의 공백을 메우는 것이 이 연구의 목적이다.

카터는 대한민국의 박정희 대통령과 갈등을 빚었지만 북한 김일성과의 관계는 전임자를 포함해 미국의 그 어떤 대통령에 비해 좋은 편이었다. 북한의 숙원이었던 주한미군철수문제 등을 카터가 스스로 제기하자 우호의 감정을 표출해 북·미간의 직접 접촉을 원한다는 뜻을 메신저를 통해 전달했다. 이에 카터는 1979년 6월 말 대한민국을 방문할 때 김일성을 포함한 3자 정상회담을 기획하기까지 했다. 물론 북한의 거부로 불발되었으며 임기 중에는 북·미간에 직접적인 접촉은 이루어지지 않았다.

카터 재임 중에는 북미회담이나 남·북·미 3자회담이 이루어지 않았지만 퇴임 이후인 1994년 클린턴 행정부 아래서 북한에 대한 폭격이 논의되던 당시 카터는 평양을 방문해 김일성과 회담하는데 성공했다. 또한 카터는 김영삼 당시 대한민국 대통령과 김일성 간의 남북정상회담 개최에 대한 북과 남의 합의를 이끌어내는데도 성공했다. 김일성의 사망으로 이루어지지는 못했지만 카터의 재임 중 3자회담 구상이 간접적으로 결실을 맺었다고 할 수 있다.
