발기는 사람이나 물건의 명칭 및 수량을 열거한 기록을 통틀어 부르는 말이다. 한자어 건기(件記)의 이칭이 바로 발기이다. 한자어로는 ‘件記(건기)’, ‘單子(단자)’, ‘發記․拔記(발기)’ 등으로 표기하고, 한글로는 ‘ᄇᆞᆯ긔’ 또는 ‘발긔’ 등으로 적는다. 한국학중앙연구원 장서각은 전국에서 가장 많은 왕실고문서 왕실발기류 948건을 소장하고 있는데, 이 책은 장서각 소장 왕실발기류 948건과 경상국립대 소장 206건 중 중요 자료를 엄선해 수록했다. 시기적으로는 1823년 순조의 첫째 딸 명온공주의 부마를 간택하는 간택기에서부터 1930년 접대발기에 이르기까지 100여 년 동안 다양한 왕실의례를 설행하는 과정에서 작성된 발기를 수록했다. 이들 왕실발기류는 용도에 따라 크게 복식발기류, 패물발기류, 음식발기류, 진상(進上)·반사(頒賜) 발기류 등으로 나뉜다. 행사를 기준으로 나누면 가례·명절·탄일·진찬·제향 등에 사용된 왕실발기류가 대부분이다. 발기류의 주된 내용을 살펴보면 복식·금침·음식·기명 등의 목록과 수량을 열거하거나, 사람의 이름이나 역할·상격의 내용을 나열해놓았고, 경우에 따라 각각의 물목에 대한 값을 적어 놓았다. 발기의 크기도 물목의 내용에 따라 짧게는 20cm에서 길게는 2,500cm까지 다양하다. 장서각 소장 왕실발기의 경우는 복식 관련이 273건, 음식 관련이 약 200건을 차지한다. 그 외에도 상격(賞格)이나 인물을 적은 발기 및 기타 자료로 구분한다. 그러나 이들 자료를 단순히 주제별로만 나눌 수도 없다. 같은 의대라도 의례의 종류나 신분 등에 따라 차이가 있으며, 음식 역시 행사나 신분에 따라 상차림이 달라지기 때문이다. 따라서 발기는 실제 의례에 맞춰 작성된 물목이기에 왕실의 미시적인 생활문화를 밝힐 수 있는 중요한 자료로 의미가 있다.

한국학중앙연구원 장서각은 조선왕실에서 소장하던 고문헌들을 수집ㆍ관리하는 도서관이자 연구소이다. 조선의 궁궐에서 보관하던 12만여 책의 왕실 도서와 전국에서 수집한 민간 고문헌 6만여 점을 소장하고 있으며, 한국학 자료의 집적(集積)과 연구의 기능을 수행하고 있다.

Balgi are lists of people or items and their quantities. Balgi are also called by different names such as geongi, danja, or balgui. The Jangseogak Library at AKS has in its possession 948 balgi drafted by the royal court, which is the largest number, and this book introduces a selection of balgi from among those 948 ones and from among the 206 balgi in possession of Gyeongsang National University. The book includes balgi with items used for royal court ceremonies over the course of one hundred years—from the oldest one, the selection list of husbands for King Sunjo’s oldest daughter, Princess Myeongon, in 1823, to the most recent one, the list of items used at a royal reception in 1930. 
Royal balgi are divided into the following types: lists of attire, jewelry, food, local products collected for the royal court, and wages and items bestowed on officials by kings. The ceremonies using balgi include royal weddings, national celebrations, royal family members’ birthdays, court banquets, and ancestral worship rites. The items included in balgi are mostly attire, bedding, food, and crockery; the people included in balgi are listed with their functions and the rewards they received; some balgi also include the prices of the listed items. In terms of length, some balgi are as short as 20 centimeters long while some are as long as 2,500 centimeters. Among the royal balgi housed at Jangseogak, 273 are related to clothes and 200 to food. But balgi cannot simply be categorized by their content because clothes and food vary depending on the nature of the rituals and the social positions of the participants. Because balgi were produced in preparation for actual court ceremonies, they provide a more vivid account of what life must have been like in the royal court during the Joseon dynasty.
